Eligibility & Enrollment

Eligibility

Employee Eligibility

To be eligible for Dental benefits, a worker must:

  • Be an active worker in an eligible sponsoring organization at which at least one worker is enrolled in the WELS VEBA health plan; and
  • Be hired or called to work at least 20 hours per week, in a position lasting five or more months per year.
Dependent Eligibility

A worker’s spouse, and dependent children (to age 26), are generally eligible for Dental benefits under the worker’s coverage.

Special Eligibility Rules
  • An eligible worker who resides outside the United States may enroll for Dental benefits. The member must manually submit a claim to Delta Dental to receive benefits for eligible dental services obtained outside the U.S.
  • Retirees may continue their Dental benefits only if they are enrolled for Dental benefits at the time of their retirement. If a retiree terminates their dental coverage following retirement, the retiree will not be eligible to re-enroll.

Enrollment

Open Enrollment

An annual open enrollment is held for all eligible workers who are not enrolled for Dental benefits. Workers who are already enrolled for Dental benefits may also make changes to their benefits at this time. The open enrollment is generally held during the month of November, with new enrollments or plan changes effective January 1st of the following year.

Please note: Enrollment for Dental benefits during the open enrollment period is not available to retirees.

New WELS VEBA Members

Upon initial enrollment for health benefits under WELS VEBA, eligible workers may also enroll for Dental benefits. Dental benefit enrollment must be completed within the first 60 days of the worker’s qualifying life event for WELS VEBA health plan enrollment.
